Petrol is cheapest in Kuwait (~Rs 34/litre) and dearest in Bahrain (~Rs 64/litre) across the Gulf today. Kuwait, Bahrain and Saudi Arabia heavily subsidise fuel, while Oman and Qatar reset prices monthly with the oil market. Every Gulf state is far below Indian pump prices.

Kuwait has the cheapest petrol today at about Rs 34/litre. Kuwait in particular keeps fuel heavily subsidised and fixed, making it consistently the lowest in the region.
Gulf states are major oil producers that subsidise or lightly tax retail fuel. India, by contrast, layers heavy central excise and state VAT onto pump prices — so a litre in the Gulf costs a fraction of the Indian price.
It varies. Saudi Arabia, Oman and Qatar review prices on a monthly cycle tied to global oil, while Kuwait and Bahrain keep theirs fixed and subsidised, changing only rarely.
